The fun thing about beholders is that they can very in detail rather wildly and still be Beholders. They aren't beholden to anynody, so to speak.
The process of Beholder birth kinda follows along the development of a magically imbued cancerous growth on their innards (a gland under their tongue) that swells, and is then vomitted out. Essentially its the same process as budding in yeast, except large scale and more horrifically gross. Also it doesn't cause breaf to rise as it happens.
Then several tiny beholders pop out of the sac, with features that vary pretty much at the whim of the Far Realm gods (you). Most of the time these little bundles of beholder joy are slaughtered mercilessly and with much glee by the "parent." Sometimes the parent chooses one that looks relatively similar to the parent (whose veiw of perfection and beauty are intrinsically tied to its own image). The parent slaughters the rest, then goes its merry way. If the surviving beholder newborn is able to fend for itself, then so be it. If not, good riddance.
This explains why *most* brholders are essentially the same.
Then there is the rare occasion when a Beholder spews forth its Asexually generated beholder cancer-baby sac, then dies, or is apathetic enough to leave the entire lot, beholder mutant babies and all, to fend for themselves. Usually only one or two survive (since they're cannibalistic, insane, and spiteful little buggers who hate their kin), anf go their seperate ways. This is where you get some off variants for beholders.
So yes, a bright green, disproportionate beholder is possible. It could be an even weirder mutant beholder-kin.
...I know a bit much about things sometimes...

I warmly recommend ADND's beholder sourcebook ' I, Tyrant'. It has tons and tons of info on beholders, from anatomy to psychology (one of the best chapters in the book!) up to a sample beholder city. It also has several beholder species (aquatic variants, undead dooms spheres, servitor creatures, etc.).
