I have since looked into other similar spells and reworked this one. Here is what I've come up with:

Slow Ice - Evocation (cold)
Level: Drd 3, Sorc/Wiz/ Wit 3, Water 4
Components: V,S,M,D/F
Casting time: 1 standard action
Range: Long (300' +30'/lvl)
Area: Circular (15' radius+5'/rnd/lvl)
Duration: 1 rnd/caster level*
Save: Reflex - to avoid initial contact only.
Resistance: yes
Aqua blue ice forms in area designated by caster and will spread over all adjacent surfaces at a rate of 5' /rnd for the duration of the spell.
Living beings that touch or are touched by Slow Ice freeze instantly, taking 3d6+1 of cold damage/rnd of contact.
Attempting to break free a creature free is a full rnd action. Once contact is broken, the affected creature can be thawed but will suffer 2d4/of residual ice burn dmg for each rnd that contact lasted. **
Material components: a few grains of hourglass sand and a few drops of water.
*This spell can be made permanent if caster is lvl 16 or higher, though it will remain connected to casters life. If caster dies, Slow Ice will dissipate at a rate of 5'/caster lvl at time of death. Damage taken still has to be healed.
**Colloidal Silver cream is recommended treatment for this type of burn and will heal 2d4 of dmg/day
