Hello All,
What safety concerns, if any, are there when sanding XPS foam; the pink insolation foam?
what precautions should a person be taking?

Outside or with a mask, just dont breathe it in as with anything

Back in the 1980's, I inhaled a small ball of white styrofoam into my sinuses. Not to be too gross, it took several months to exit. It irritated my sinuses for over one month, before things settled down. It took another 3-4 months, to come out. Wear a dust mask, for certain! Keep a shop vac handy, and use it often. Save up your crafting money for a hot wire cutter. I recommend the Proxxon available on Amacon.com. They are amazing machines, fast, effective, and little, to no, sanding required. Cheers!

I second the Thermocut recommendation. I've been using this tool for only a few weeks now but I am impressed times and again how much stuff you can do with it, and I've only scratched the surface so far.
