You could also use paper doilies, usually used for dessert plates... They come in large packs of 50/100, so you'd have plenty to stack and glue together to the desired depth.

That's pretty much exactly what I did, except I made the shapes in illustrator to match the ones in the original post and cut them out myself. I think the issue you're going to have with paper doilies is finding them this small. Then again, if you're making rubble, I guess size doesn't matter. I just wanted something exactly 40mm across. Right... That was meant for tauster, since he mentioned big tiles and he doesn't have a Cameo
