One method that I have used that works pretty well is Pine straw and a coffee bean grinder. The old, sloughed off needles grind up better the drier they are. This works great for ankle-knee high (on a 1" mini) grass. It can be a little tricky to paint, but a very loose wash and stippling technique with a stiff brush will do the trick nicely. Fair warning; your grinder, and the room, will smell like a Christmas tree. My gf was NOT impressed with that... (oops)

YEAH!!!! I love the dried tea idea. Now I have to go make a tile to try it.
My inlaws always, umm, get extra tea bags when they dine out, but I am too particular to drink it. It's going on a tile TODAY!!!!!!
