I created on paper of how i want the dungeon to look i just dont know how to make it come to life! I made a Ice Maze with bends, puzzle, water oasis (purity fountain), and a bosses lair. I as hoping to create a small diorama for the water oasis, but i want to show that the terrain is icy and dangerous to cross. Thanks!

Post the image of the dungeon and I'm sure people here will link you to ideas. I know there are some ice effects on the DMs Craft YouTube channel, from December 2013 Craftwar, and other miscellaneous places.
Personally, I would do one of two things for ice: Paint bluish and white underneath, and smear hot glue over it. Or, for a more clear ice, paint underneath a darker color blue, then cover with about 1/16th of an inch of Modge Podge (glossy) let dry for probably a day or two, and then dry brush with a thinned out white.

You should look through the World of Craftwar December of last year. The theme was ice worlds, and there are a few that have some very helpful tutorials. If nothing else, it'd give you some good ideas for how to give things a nice cold icy look.

Here's an Ice tile I did a while back with an icy area by the river that was dangerous slippery terrain for my players. To create the tile I spray painted the entire tile with some blue spray paint. I then sponged/dry brushed white paint over the blue to create areas of snow leaving some of the blue showing through. Near the stream for the ice I tapered off the sponging/dry brushing so more of the blue showed through. The closer to the water the ice is the more blue you want it to be. To finish off the ice effect put a shiny clear coat over it, I use clear acrylic floor gloss to make it look shiny.

Beautiful piece, indigo777. Love the effect, really comes to life with mini's occupying it. I always forget to paint backwards: blue first, then white, allowing the blue to show through. Thanks for sharing. Cheers!

DMScotty did a video series on how to do an ice cave and ice features, you should take a look at it.

It would be cool to see a dry ice build.
