as you mention , the car is a bit big , especially if its a VW bug , TRUE 28mm is 1:56 scale , but the 28mmHEROIC that most of us use is 1:48 scale . while it can still come across as a bit big , if you go to ebay , you can buy 1:43 scale , which is really close . i search "1:43 diecast" in toys and hobbies , THEN pick the catagory from the menue on the upper right . some of the cars are outragiously priced , because they are for collectors , BUT there are a lot for kids toys too that are very resonably priced .

for 25mm i thought 1/36 was pretty much the right size... though i could see why you'd want 1/40+ though. they fit more into 5 inch squares.

But if you put a DnD mini next to a 1:60 scale toy car, the mini will look freaking huge compared to the car. HINT: Most hotwheels cars are 1:64 scale. Put the same mini next to a 1:43 scale car, and things look more reasonable.

The 1" is 5ft is practically a sacred cow, but there has been a gradual scale creep, you can probably attribute to GW and Reaper. Most modern figures are larger than that. As others have pointed out O Scale 1/43 "looks" right next to most modern 28-30mm figures.
