I really need some minis of average people such as bums, bartenders, farmers, and simple peasants/nobles. Anyone know where to find some or change other game minis for cheap?

yah cardstocks would be good cus average people like lots of them makes them to be crowded and blended

I suggest HeroClix figures. Many can be had from Troll & Toad, Miniature Market, or Cool Stuff Inc. for less than $1. Estimate around $7 shipping on a small box. I have not seen bartender type figures, but figures like Bruce Wayne, J. J. Jameson can pass as town people. They come pre-painted, saving some time. Most figures are Marvel and DC comics characters. Browse one of the sites and see what they have. It takes a little time to get aquainted with each site's menu, but you can search for specific figures or re-arrange them by cost i.e. lowest to highest.

One time they were down to .10 each and I bought 800 figures.

I keep playing with the idea of sculpting, molding and casting a whole bunch of NPC minis and selling them cheap. Not metal or resin, just something like Hydrostone, that is cheap, but these aren't minis that will be played regularly, and if you can sell them for a buck apiece and make enough to justify it, it might be a way to start a miniature line.

I keep playing with the idea of sculpting, molding and casting a whole bunch of NPC minis and selling them cheap. Not metal or resin, just something like Hydrostone, that is cheap, but these aren't minis that will be played regularly, and if you can sell them for a buck apiece and make enough to justify it, it might be a way to start a miniature line. I do my own minis and base them and flock them and paint sometimes but im not that good. Im just ok and i would charge like 5 or 4 for each depending on the mini. I just want something a lil faster.

+1 for the Cardboard Warriors stuff. I use it a lot for the 'background' NPCs and the One Monk stuff has quite a variety.

Hey Sam 'the beachcomber', those are great modern minis, thanks for posting the links.
I was on another site that carries Hero Clicks and bought a bunch of DC & Marvel minis for a couple session modern game I was running, re-based them and even started repainting a bunch of them! Need to get back to painting them because I'm getting ready to run another couple session modern game.

Hydrostone and 28-32mm miniatures do not mix well. You might be able to make bigger, chunky, monsters, but 28mm human civilians would be too fragile if scaled properly. Tried it myself, years ago, with 40K Space Marines. Mixing it thin, so it flows into the mold details, makes it to weak. Mixing it thicker, for strength, and it doesn't flow into the mold. Sandwiching the mold, so it doesn't have to flow, leaves horrendous mold lines. Anything that looks alright will still lose a limb, or head, with regular use, and swords will only last minutes. The best you could hope for are chunky figures, like the Christmas/Halloween Village figures.

Another thing that would normally work is to wait for around christmas, or at least look at the various christmas stuff.
While not the normal fantasy line, I've got a pile of more middle eastern/roman looking civilians that, while not that detailed, were dirt cheap and from a "heavy plaster" Bethlehem Village series of kits that were intended as a paint your own thing.
If you don't mind moving forward in time from the usual fantasy periods, there are a decent number of pioneer or colonial era minis...even some of the pirates would work
