After making a celt army I've thought about using a box of wargames factory celts as male villagers. They are unarmored and in pieces so you can pose them and put the right gear in their hands. And they would make great laborer class men.

I often have the same problem.
When my players visited a dwarf mining town, I bought a Warhammer regiment of Dwarf Miners. In addition to the minis, they have lots of cool stuff for your bit box: mining carts, lanterns, hatchets...
I am currently in the process of converting a Warhammer Empire Free Company Militia into sailors and pirates.
A couple of years ago I found this zombie apocalypse game in my game store. I can't remember what its name was, but you could buy "bags" of miniatures for it. These bags would contain 100 identical models and they would be like 20$. They don't carry the game anymore, and I regret not having bought a "Bag o' zombies", "Bag o' babes" and "Bag o' dogs". The reason I didn't buy them then was that I knew I would go crazy converting them. Give them a walking stick, a lantern, a crutch, a backpack, another head, a cape, change arm positions... and it would take forever.
One of the minis we bought when I started playing D&D was a barkeep. One day one of the players notices that we had actually worn the paint of his head, just by moving him around.
