Cant say I have every had pencil splintering problems before, but if they do spinter a bit, that will only make them look more real. Looking forward to seeing them.

Look more real, but the issue isn't really appearance there, it's being a hazard for the players. As a side note, there is an even cheaper option, look in the candy making isle for the bamboo sucker stuff, tends to be in large numbers per pack for extremely cheap. A hundred for $0.99 seems the most common there, and they don't tend to splinter up as much while also having the right shape but not to a fully sharp tip. Now, at the same time, there are more expensive and heavier ones that cost a lot more that are intended for heavier things along the lines of dipped apples of various varieties, but the sucker ones tend to be cheap.

Ah yes, safety first. Better just make them out of Q-tips. That way when the players are karate chopping the gaming table willy nilly, no one get hurt.

It isn't anywhere near that level, it's the same reason why you aren't going to be using spikes of broken glass around the table...and why a lot of gaming locations have banned the old nail trees unless the tips are blunted because you have people reaching through the material that could do some serious injury.

It isn't anywhere near that level That's a relief. I was envisioning player's hands and arms riddled with holes. So, I guess just take your pencils and using a medium pressure draw a couple of lines on a piece of paper to sufficiently blunt the tips to an acceptable OSHA gaming standard. You could also draw the lines on a piece of 150 grit sandpaper to speed up the process. And Bob's your uncle.
