This requires some sort of screen mesh, the type that goes into windows on screen doors, and dirt. Cut a size of screen mesh you want to use 2x2 or 2x4 is fine. Pile on a little bit if dirt and sift. The fine grains fall through. Just make sure you have something under like a blue tarp to catch the oh so sweet and fine grains. The bigger ones that don't fall through can be used for rocks and rough terrain. I came across this idea when I had to regrade the slope of my back yard. Wasn't into crafting terrain at that time but now I'm testing the 2.5D waters. Hope this helps someone out.

i've been doing that a lot with my sand, just to refine it. unfortunately i had bought a too small net. so i just bought a better one.
kitchen nets are good. just take the one with big holes. i am right now using a kitchen sink debris stopper, which is just a net to let pass water and keep everything that could jam the sink on top.
those nets cost a dollar at the dollar store kitchen section.
