I have a large garbage bag full of plastic bottles and aluminum cans, and I was thinking about making an industrial steampunk terrain. Can anyone tell how to make hand rails and railings? Thanks.

Copper from just about any source. You can by rolls of wire at the craft store for beading or you can get all kinds at hardware stores. Wire hangers as was suggested work well. Old cat 5 (network cable) you can cut the heads off the wire and pull the 8 strands of cable out of the sleeve and depending on the size of your project make some passable railings. You could even have swirls to decorate your banister.
Also you can use match sticks cut to size and run cheap jewelry chains. Keep the chains and you can simply make the posts out of paper clips with a "O" at the top and run the chains through them.
You could use to strips of 2.5d walls separated by toothpicks for the a more standard railing.
Popsicle sticks for wide stately rails.

I also have seen granny grate used and chicken wire - just clip the appropiate parts out to make your rail.

my intital glance at the title in my head read Railguns and Handguns.... I dunno why but it did...
Also very useful for steampunk/industrial stuff is what I think is called plastic mesh but lots call it granny grate. Its that white plastic mesh that is used in doing the yarn tie pictures. Its cheap and works great to work as like mesh steal or such on floors or walls. Good to use for walkways and stuff

I have sometimes used sprues for railings: railing 1railing 2But I must admit that they are not very steampunk-like. ... Maybe in comination with som fine mesh or those special plastic bands that refrigurators and other big boxes are wrapped in. Paint it brass, and add some small beads or a drop of hot glue.
