Another thing that would normally work is to wait for around christmas, or at least look at the various christmas stuff. While not the normal fantasy line, I've got a pile of more middle eastern/roman looking civilians that, while not that detailed, were dirt cheap and from a "heavy plaster" Bethlehem Village series of kits that were intended as a paint your own thing. If you don't mind moving forward in time from the usual fantasy periods, there are a decent number of pioneer or colonial era minis...even some of the pirates would work very true maybe get clearance farm toys from toys r us A lot of the farm toys don't actually work that well save for with modern or near future settings...

I keep playing with the idea of sculpting, molding and casting a whole bunch of NPC minis and selling them cheap. Not metal or resin, just something like Hydrostone, that is cheap, but these aren't minis that will be played regularly, and if you can sell them for a buck apiece and make enough to justify it, it might be a way to start a miniature line. Hydrostone and 28-32mm miniatures do not mix well. You might be able to make bigger, chunky, monsters, but 28mm human civilians would be too fragile if scaled properly. Tried it myself, years ago, with 40K Space Marines. Mixing it thin, so it flows into the mold details, makes it to weak. Mixing it thicker, for strength, and it doesn't flow into the mold. Sandwiching the mold, so it doesn't have to flow, leaves horrendous mold lines. Anything that looks alright will still lose a limb, or head, with regular use, and swords will only last minutes. The best you could hope for are chunky figures, like the Christmas/Halloween Village figures. I have made a lot of Hydrostone miniatures. I have an entire army of mushroom men cast from Hydrostone. They've held up well. I only cast figures that don't have skinny arms or legs. I think careful sculpting with an awareness of the need to keep away from skinny elements would work.

Apart from Fenryll (already mentioned), I found a bunch of miniatures from Reaper minis: www.reapermini.comBrother Vinni (www.brother-vinni.com) also had a range of humorous NPCs but they don't anymore. When I started DMing, I thought "Uh, I need miniatures for all situations". Nowadays, however I use "theatre of the mind", and it is only during combat I use miniatures. I only use normal people when the bar brawl starts or when the goblins attack the town. When I ran Night of the Vampire, which is an investigation type adventure, I did use specific miniatures for all the different NPC's. Some of the retainers, minstrels, guards etc played important roles as assassins and spies, so I wanted to be specific when showing the miniatures.

These are not for everyone but I really love this set from Midwest Clerics (great name!):
Some people might not like the rendering or the scale or whatever, but I love these! I bought the Town Folk set a few years ago. Even though I prefer painted miniatures, I am glad to have these.
They also have new sets that I haven't seen in person yet. Some of them look really cool! They are much like Pathfinder Pawns but thinner and more "bendy" and durable. You also don't have to punch them out from sheets (at least not the set I have). Here's some of the new ones:

plastic glue (the one for gluing plastic water pipe)and sand you have to press the base agaisnt the sand then once it's dry one thick coat of paint and a dy brush

I'll do a little ebay-reearch asap. If you've got a Hobby Lobby near you, there is a nice set of charms that work even better for spiders. I think they still have their jewelery supply stuff at 50% discount, so it is 3 spiders that would be about the size of a large dog and 4 the size of a small dog or house cat for $1...sure they need a bit of paint (Though the larger ones would probably work rather well for some sort of mechanical spider without the paint). The only thing you'd need are some wire cutters to remove the loop on them...
