Look at the dragon toys, there's some very nice ones out there with a little bit of painting.

best options thats still not uber budget yet still better then buying full blown colossal dragons... get tomicheals in their miniatures sections, they have tons of dragons from safaris, they are awesome, not even any need to paint them. they are awesome and cost like 15 to 25 dollars each and thats for a dragon that would be the equivalent of a colossal creature. something that runs for hundreds of dollars if you go by wizkids and wizards of the coast miniatures.
so really go for that. otherwise go to toys r us and search for dragon toys and kitbash them !

Michaels, Joannes, Hobby Lobby, lots of places have Safari miniatures as well as other brands that you can get even cheaper than their listed price using coupons. I have most of them, and usually paid half price for them.

Most Dollar Trees have cheap plastic Dragons... granted the wings are horribly under sized but that's easily fixed. I'd but a few, and start experimenting with some tools and techniques. At the very least you'd have a small horde of zombie-dragons.
