Something like a swarm of small biting insects. Not lethal, or really doing any damage, but enough to make visibility difficult combined with irritation and similar problems

Not lethal, or really doing any damage, but enough to make visibility difficult combined with irritation and similar problems I remember seeing, I think it was in Basic D&D, in the monster listings, Insect Swarm. Depending on the insect, yes, just an annoyance. However that all changes once the characters start swatting at them. I think there might have been a save to avoid the damage or effects, and depending on how small the insects and the density of the swarm, breathing could be a challenge.

Hell, just a swarm of buzzing insects, doesn't do damage, but their buzzing can add a bit of difficulty to listen checks...they're harmless ones that aren't biting or anything, they're just there and vaguely annoying in the same way that fly that's been buzzing around the table is. Or, for a slightly more twisted take, they don't fight back, but if you kill them, anyone within 5' of the thing can get some of it on them and it's a stink bug with a horrid smell...the person making the attack (If it was melee) doesn't get their stat bonus to the attack, and their weapon gets the junk on it...

Or they produce an odor, not entirely unpleasant...that attracts a real menace. Or they're annoying, a real pain in the ass, but harmless...except that their blood is highly acidic and corrosive.
or maybe they ARE very dangerous (treat as a roaming contagion spell perhaps?)...but they gather around a very important thing...

Also, the swarming could interfere with a mage's ability to concentrate on casting spells.
Or the collective swarming of certain insects creates a sonic anti-magic shell, colloquially called Mage's Bane.
