I'm looking for a good/ quick way to represent fog in my table top game. My next session will feature an exploration of a bog/ marsh - to add atmosphere, I'd like to layer fog across the board.
Most large grocery stores have it in special coolers, it's usually less than two bucks a pound, though you have to buy it a whole bag at a time, so it's not cheap, usually at least ten. You could also find one of those desk fountains with an ultrasonic fogger, and rip it out. It might not play well with PC sheets and other paper/wood over any period of time, however.
As a note... dry ice will not keep, even in a normal freezer. In mine, the block was gone in about two or three days. So, when you buy it (and you will have to get it in a whole bag, like slurpy said), make sure that you can use a lot of it at a time and/or that it won't bother you to waste what you don't use.
Yeah, the boiling point of CO2 is -78°C, so even in a regular freezer you'll be lucky to keep a block more than a day. One thing I have wanted to try, but never have, is putting it in a pressure cooker to see if it would keep that way.
This wouldn't be as sexy as cotton, and certainly not as cool as dry ice, but if you made circle templates of frosted transparencies you could lay them on the board. As the fog moved in, just add more circles to the board.
I would also have suggested cotton or dry-ice. I remember using dry ice for several musicals where I was involved building the whole stage setting. It looked extremely cool.

If you could rig up a small hair dyer or the like (but that would most likely be a pain in the butt).... The e-cigarettes and fog machines work on the same principle of heating up propolyne glycol and veg glycern. Also might be a bit messy on a game table if the tank leaks. Also don't think it would be cost effective for just running a few sessions.
Depending on how high you want the fog to be.... Maybe get some clear plastic (thin plexiglass, sheet protectors, ect.), dab with some glue, and run the cotton over it to get some streaks of cotton. Might give a good ground effect fog.
seriously though, if cotton or something like that is not good enough, i don't think there is any other solution that is actually worth the money and effort that would be required.
sgtslag: Ran out of Hot Glue, with only five hills left to add a skirt to the sides of. Wal-Mart closes at 8:00 PM, thanks to COVID. GRRRrrr! Another 30 minutes of work, and I would have been done: ~77 hills, modular, perfectly matching my table's ground cloth!
